According to Intelligence agancies, the Mumbai bomb blasts were done by Indian Mujahideen's Bhatkal brothers ... Riyaz and Iqbal. Was their (intelligence Agencies')100% attention concentrated towards external threats, leaving the internal threats unchecked???

While we all enjoy doing scat fetishes on our intel, let's be realistic for a second please, before unloading the nation's collective defecation on them. Internal or external, u r intel is as good as:

1. The intel it gets from domestic law enforcement.
2. Overseas presence

In both these faucets, our intel scores a 0/0. When commandos went 4 their rescue ops in Mumbai earlier on, these guys didn't even have the SCHEMATICS TO THE HOTEL! They had to draw the map of the hotel as they went along!!!!!!!!! That's about how much cooperation our intelligence gets from local law enforcement.

And in many cases, intel is not even shared between local law enforcement and at times they rile up against each other. There was a recent case last yr about some Andhra cops making an arrest in Chennai w/o coordinating w/ TN police.....The AP police moved into Chennai plainclothes and picked up a Tamil chap who owed a helluva lotta money to some pissed off guys in AP. You are right. The other day retired super-cop, Julio Ribeiro, was making a point o the TV about this. He said that there are many people, belonging to the community of these criminals, who are fed up of them and do not approve of such activities.
The authorities should take initiative in taking such people into confidence and encourage them to provide inside information about such criminals. But this requires authorities who are intelligently sensitive to handle such positive initiatives.

Yes , many times this type of diversions are attempted , The intelligence should not miss the trees for woods .. can't see the wood for the trees
