Does Driving Licence prevent accidents. It is as good as that. Crimes and accidents occur out of passion, not due to lack of knowledge.

Rapes and Molestations are committed by mentally perverted people who despite having full tummies sneak in to other's plates to eat. These people do not improve by any education. Reports of rapists who are teachers, lawyers, doctors are very frequently read. They are not ignorant of sex education.

The person (s) committing the crime has to be punished swiftly and the punishment should be deterrent enough. Suggestion is Castration so that he cannot commit such a crime again or ensuring that the person is put behind bars for a sufficiently long time.

To a larger extend, sex education can prevent a major chunk of sex related violence and ailments. While in Inda, taling about sex is "sin" although one can produce like rats. China has one child norm. More than one child can land them in greater economic constraints, inter-alia, other sanctions, in the hands of their Govt.

Not only sex education we will have to add moral education & I think it will play most important role to prevent molestation & rapes.
