Yes, even the top officers should not be allowed to take part in the deals. Every deal must be made transparent. It is no use if the facts are revealed after few years. It is better that every financial deal is shown to the CAG concurrently. Even the Finance Minister should be made to take the concurrence of theCAG before finalizing the deals .
