Make one of them PM and the other one FM, and allow them to run the country for one term completely to understand the meaning of advice, performance and betterment.
Anyone can be an advisor and consultant when someone else to carry the gun on their shoulder.

By the way what is this National Advisory Council? Are they an elected body? If they are a selected body, what is the criteria for selection like qualification, age, experience in politics, economics? Who is their recruiting or selecting authority? Who has given NAC the right to take the decision on behalf of the people of India and advice the govt of India, who are the elected representatives of India? And finally why is the elected Govt bound to listen to the socialist policies of poverty alleviation
