Serious : If a tax payer is prompt and good payer, for encouraging them, why not govt give ten percent reduction in taxamount ?

In such case, if they reduce the tax flat by 10% almost everybody would pay tax promptly. But if one look in to fiscal deficit, itz all probability that Indian govt. to go with a begging bowl to IMF :P
