You have mixed up diverse issue in this question. Firstly I shall categorize them as below; -

CORRUPTION: - We have become corrupt long back. Our forefathers handed over the country to the British on a platter. How and why and when we became corrupt is not the subject matter of your question. Compared to the past, we are much less corrupt today. India will not be handed over to a foreign power by present generation. Corruption has a direct link with affluence. There is a saying that a young mother will sell her body to buy a bottle of milk for her sick child. With the higher levels of income, people will have less tendency to be corrupt. But it will take time for the country to become honest. If you had seen Hollywood movies of wild west, you must have noticed the levels of corruption in the US and that was 100/150 years back.
