No one invented electricity. It exists in nature. People such as Benjamin Franklin, Thomas Edison, and Nikola Tesla only discovered methods to take advantage of electricity in the technological world.

Why did they make it hurt when you touch it? Well you might as well ask "who invented fire, and why did they make it hurt when you touch it?"

Fire is a carrier of energy, and when your body absorbs excessive dosages of energy, you're nerves send a signal of pain to your brain, so you realize what you are doing is a dumb idea. If you absorb way too much energy, it can kill you.

Electricity is just as much a carrier of energy as fire is. You'll get a mild shock from touching the terminals of a typical battery, however you will get a painful shock, if you touch two opposite voltage household lines carrying electricity.
