Its unfortunate that despite bringing down the poverty line to around Rs 30/-, the planning commission still feels that around 30% ( in some states even above 50%) are below the line. They should consider amending the criteria to " anybody who can breathe and consume oxygen from the atmosphere will be declared as affluent". And to be truly prosperous, breathing should be taxed.
