With very high level of illeteracy and en-masse/mass-voting, at the behest of spiritual leaders ,you can not expect a fair degree of responsibility in casting their votes & exerting their opinions anywhere.
As such, in a country like ours, CONSTITUTION, POLITICIANS & ADMINISTRATORS are to act fairly

90% we are responsible. We get carried away by their sweet words and promises and vote for them instead of looking at what they have done for the betterment of the nation , to actually get re ellected again.
