He is the holder of one of the most prestigious post of India ; he ought to be very selective to attend a public gathering organized by a private institue because what ever he would speak their would represent him as PM opinion. The party, the parliament and media could question him for what he would have spoken; I think this would be the thought in his mind for refusing.
