Democracy is the rule of the people. If people have not been sensible enought to vote sensibily and vote for good governance and have got divided on caste, language, religion ground then it is the problem of the people. Good governance should be a fundamental right and public servants - the IAS and the IPS should be held accountable. So should be the judiciory and the executive.
