At the International Rice Research Institute in Philippines, former Indian President, A.P.J.Kalam had suggested a second green revolution in India which takes rice and wheat cultivators beyond the grain production stage to agro-food processing and gives value addition. The President's comments came when the IRRI Philippines, announced that it was developing new high-yield rice hybrids to suit Indian conditions , being drought and flood resistant.The Presiden thad clearly outlined the three main challenges Indian agriculture faced in the time ahead, namely, 1) area under wheat and rice cultivation is estimated to come down from 170 million hectares to 100 million hectares by 2020 , 2) irrigation water shortage and 3) decline in the number of people in farming.
