It is only statistics shown by the govt on the basis of GDP.The correct name is "ODISHA" & not orissa. This is a rich state inhabited by the poor.Punjab is prospering due to the hard working people, fertile soil & the millions NRIs settled outside. It is pity that now days some state govt & politicians feel proud to show their state as poor, so that they will loot the grants coming from different source. No state is poor or rich, the difference is made by the politicians.Answered by aravind das, 09 Nov '12 01:05 pm
It depends of topography and geographical consideration where as punjab has 5 rivers for irrigation and are well protected by Bakranangal dam, there are many small scale industries protected by Govt. Odisha depends on mainly rain and sea trade .Answered by saranathan Narasimhan, 06 Nov '12 01:33 pm

Unemployment is the root cause for a state to be termed as poor and wher the employment conditions are better, the state id tremed as rich1 because the GDP rate varries when there is a drop or increase in the employment conditions of the city or state! and employment is depend on the eduction so education is also a great factor!Answered by SHUBHAM DWIVEDI, 05 Nov '12 06:54 pm
