Should our Govt. give befitting reply to the threats issued by Gen. Kayani ? Is it because we are seen as only papaer tigers by others ?

We should understand what the Pak Army chief is doing.
Today his situation is such that his army is killing its own people. Their economy is on the brink. The homeland, which Jinnah had created for the safety of Indian Muslims, has become a very dangerous place for them. And now USA swoops from the sky, picks up their VIP guest (on whom the general had such high hopes) and dumps him into the sea.
When the morale is so beaten up the easiest thing to do is to turn around and start growling at India. His officers just love this kind of bravado.
We need not go down to his level and emulate him. Just as Sachin ignored the verbal attacks of Shoab Akhtar and replied with his bat, India will reply in its own style.
