No law can prevent sex workers from carrying out their business. Only rich social values can control it.

There is no lack of the laws, but the willingness to take action against them is missing.

Why not legalize sex trade & give those women regular union benefits & health checks instead of pretending this is 1699?

Organized sex rackets in metros has nothing to do with the business the sex workers carring. These are altogether different issued. Organized sex racket means that which provides skin pleasure to known & trusted (?) customers with some kind of password or so. Since the executive agency (say police and the likes) is sufficiently bribed it will go on without any interruption till nothing disastrous happens.
