My sister is employed in kendriya vidyalaya sangathan (under Min of HRD India) as lower division clerk on compassionate ground since 17 years. only five yrs back she was asked to pass type test taken by govt authority while she initially submitted certificate from private institution.
Q. is it mandatory to pass type test in the mid of service after so many years of appointment? is there any circular of DOPT or law? Please help to get her regularised

The appointment either direct or on compassionate grounds was subject to passing a type test conducted by the respective departments. The only difference between direct appointment and compassionate appointment were that the typing test is taken at the time of recruitment in case of direct appointment and in compassionate appointments it is post poned to a later date. This rule is embeded in the Ministry of Home Circulars and is available in service rules books etc. There is no way to escape from the test. Better way is to attend the type test. You are saying she passed type test from a private institution and hence there would not be any difficulty in the tests unless it was not a genuine certificate.

May be authorities are reviewing the placements for promotion,elevation to some other time scale jobs.Job tests are part of it.In some PSUs they keep
job test to keep them fit for all the time and posts
