What is the way to make the people to follow the moral codes like without spitting on roads theatre public places,obeying road rules,vending on roads and pf .(dont say impractical ways like military rules )

Civic sense is to be taught in the school days of young india. with rte it is now possible. soap operas in electronic media and cinema medium should focus on this vital issue.

It is very difficult.... awareness and setting examples can help to some extent. moreover, infrastructural changes should be brought about to install boots for spitting, public toilets, proper drainage etc.

All residents of each locality should keep a watch turn by turn fixing cameras and record the act. if any one is found doing the act, just fine him Rs 500. let collected fines be used for welfare of all residents. make the offender clean the mess they have made. If he does not cooperate call police and have him arrested.
