Nationwide strike called on 20-21 feb is required or not?

Strikes result in huge losses to the National Exchequer and are resorted to only as a last resort. Now the question arises, is this strike for two days justified. Having worked in a govt department for more than two decades now, I come to the conclusion that it is not and the issues can be resolved still by discussions. The reason I say this is because when I got appointed we Central Govt employees really felt hard done by because of the meagre wages we got for the amount of work done by us. Banking, Insurance, PSUs and Private sectors were way ahead in the wages they got as compared to us. But after the last two pay commissions and bipartite agreements of banks, govt employees can be called as decently paid, if not extravagant. However, this strike call has been given by all the Unions including the ones affiliated to the political wing of Congress.
