Its a conjunction of two words. Namaha + te. In Sanskrit, there are certain rules for joining two words or 'sandhi' (joining). If the first word ends with a 'visarg' (" : ") then after joining up with the next word, visarg vanishes and 'S' takes its place. Te means 'They'. So, Namah + te = Namaste.
Namaha = bow down, Te = they or 'you').
