A good number of social welfare schemes for the upliftment of the people living below the poverty line have already been initiated and funded by the Central Govt. The Implementing Agencies are the State Govts oncerned. Indira Gandhi National Old Age Pension,Indira Awaas Yogna, Swaran Jayanti Swa-Rozgar Yogna etc are examples..So the fault lies, not in formulating shemes for improving the living conditions of the poor, but in the irresponsible attitudes and corruption in the implementation of the shemes by the State Govts concerned
