Because infrastructure is too overcrowded and doesn't end up being sufficient. U might plan to go from point A to point B on a bus which comes by the stand right near u r home but then upon getting there u find that 1000 people are hanging off the edges. Then u r told a replacement bus will arrive when he replacement bus will arrive.

If u have poor / insufficient infra, noticing a rush syndrome in the people is normal.

Its called modern civilisation in todays terms........ its come over a period of time. the driver who lags behind in the 1st place learns the art of overtaking and tries his very best next time to become the ultimate overtaker. may be it gives them some kinda pleasure.......to speed up at every signal....and bump into some other overtaker....... all same...part of civilisation.......
