Usually what people follow is 'Birthdays will not be celebrated in advance" (prepone may be a wrong word) as it is to indicate a decreasing in life of the person too
It may on or after 1st March should not be on 28th
Other than calculation for DOB it will not be problem as when it comes to celebration they plan in such a way that their family & friends can meet on a holiday or spend sometime not necessarily on 29 of leap year or problem with non-leap year

Manoj Kumar is known for his patriotic movies use to celebrate his B.D on Independence day later changed to Republic day, AGAIN changed to Independence day .., NOT JUST THIS MANY hero & heroins celbrates twice thrice in a year still their age remain same never cross 25 (exception may be Rekha aged but looks 25+)

Moraji Desai strictly opposed celebrating his BD was born on 29th Feb

USUAL calculation of LEAP year = year divided by 4 too wrong unless its a century in which case it should be divided by 400 instead of 4
