Mussoorie is Bad.. PLs avoid it if you really want honest advice.
Shimla is very good. Not visited otther two places & hence cannot comment on it.

If I am in Uttaranchal I prefer Mussoori If I am in south India I may prefer ooty...
but Simla is too crowded.
