Actually this is not zero zero seven, like this. It is Ow Ow Seven or Oh Oh Seven. Oh Oh was the code allotted to the agent of the SIS (Secret Intelligence Service) who was given the power to kill without being charged with murder (more or less like our encounter specialists today! But they are NOT given any such power officially) Agent Oh Oh Seven was the code number of James Bond. Oh Oh also means 'for your eyes only, meaning it's classification is much more secret than even 'top secret'.

There are only a certain number of 00 agents at any one time and they can get replaced (if 002 were to die, then a different person would be made the new 002). Bond just happens to be number 7.

There are some other theories.

Rudyard Kipling wrote a book called 007: The Story of an American Locomotive. Fleming may have been familiar with the title.

007 was the number of the coach service from Deal to Kent in London, which passed by Higham Park. Fleming spent a lot of time at this park.

007 may have also come from John Dee. He used 007 to send coded messages to Queen Elizabeth I. The two 0s meant "for your eyes only".
