The system is responsible for that.if a police officer is near to solving a problem a politician comes forward n recommeds for his transfer.an efficiant officer is transfered for his efficiency

The terorists are 21st Century Hi-Tech technology users. Our Police and intelligence agencies are using old techniques for which Govt. is responsible. Also there is no Federal agency to check terrorism. The police and existing agencies are bound to follow politicians which creates a sense of insecurity among them. These are some of the reasons for bomb blasts and terrorism in India. Some Politicians also want this to happen like Mufti Mohammad Sayeed, his daughter Mehbooba Mufti, and all KAshmiri leaders including Farooq Abdullah and Hurriyat Conference.

There is no single bomb blast after 9/11 but in india it is not stopping at all it shows how capable our police force is
