Its like making a film to show loss and to avoid paying income tax and it becomes hit like the film NOORIE by yash chopra and directed by late manmohan krishna (actor ) but to his surprise it became super hit. and thats it how it happens some times but it has not happened to me as i am a optimistic person and never try to fail

It depends on the context. If it is in the context of the failure as an act in itself, then yes you have succeeded at the act of failing. But in the context of the the thing you were trying to fail, you have failed in that thing.
