Which beaches in goa we find foreign women going almost without clothes?Is it legally allowed there?

None of the beaches permit as it is illegal in goa to go even topless, but yes we find some foreign women going topless in candolim beach

Those foreigner do whatever, out of their own wish, wherever. Why are you bothered.
Think about those places in India where women are deprived of clothes by our own citizens. Fixing the citizen's ugly behavior is more important than blaming foreigners.
