In the event of a population boom, the increase in demand thus necessitates an increase in supply, and the people in excess get jobs. Then, through the magical momentum of the market, the workforce continues to get new openings as the market continues to grow.
If a serious plague happened, the unemployed would all die because they have no money to get medical care and those with means wouldn't. However, this may lead to underemployment, as those workers at the bottom of the pay chain can also have a lot of difficulty making ends meet.

every youth must have a job by the age 25 as right to employment
the govt should ensure this
more job opportunities for all category of persons must be introduced
appointment on ad-hoc basis is a not a justified way to give jobs; this has robbed the youth of confidence in govt job.
the private institutes must appoint on a worker on the same scale ofpay as the govt. pays for the like jobs.
