Refuge is a place or state of safety.
Refuse is matter thrown away or rejected as worthless; trash reject

Refuse is denial whereas Refuge is accepting or providing shelter. For example, Pakistan never refuse hefty aids from US and Obama appears to have taken refuge in Pakistan itself.

Refuse is refusing something to do for somebody. or rejecting some gift from somebody. refuge means 'asking shelter with somebody or giving shelter to somebody.' who has no person to give shelter.

Refuse means to withhold acceptance or consent.... or to reject something........e.g., i refused his proposal......, he refused to accept my gift......

refuse also means 'waste' or rejected items.....

refuge means shelter.......e.g., i had to take refuge in her place in order to avoid all troubles........

Refuse mean reject. She refused to do it
Refuge mean shelter. She gave me refuge for the day
