Why there is no rules regulations for computer teachers in Maharashtra secondary schools? Is any state having? of what nature?

I do not know from where you have got this impression. It may be that some schools are not observing the rules. But there are quite elaborate rules and regulations for the purpose in Maharashtra. I reproeuce below Page 1 of the relevant web site. There are many more pages ahead which containe still more information. I hope this would disabuse your mind about lack of regulations.
