There was no kindness on the Govt part at all. It is based on the rule framed by the Govt itself after lots of pressure on it to have a proper system in place where by the DA will be released twice effective from the first of July and January of each year. It is based on the 6th CPC formula depending upon the increase in the All India CPI.

Unlike earlier times, you can more or less anticipate what is the actual amount of increase every six months. There is a simple formula for it available on the net. Anyway, it is welcome because it more or less assures an increase of 10 to 15% increase in what you get every year apart from the normal increment for salaried people and only the DA increase for Pensioners.

Yes, it does come to a reasonable amount every year due to the higher fixation of pension after 6th CPC.
