No Sir, Special packages alone will do nothing to improve the lot of the impoverished people of these States. Where did all the increased allotment go all these years where these States got an enhanced allotment of funds based on the poverty index? Just disappeared into thin air creating millionnaires out of the political, bureacratic and middlemen leeches who have been sucking the blood out of these unfortunate ones.

Whatever financial flow is ensured by the Central Govt, till such time accountability and governance is ensured which is in the hands of the State administration, nothing positive will come out of it. Mayawati has asked for 80,000 crores (no small amount) for upliftment of U.P. Where will this money go? Will there be anyone in this country who can stop her from making a Statue of Liberty sizes monuments at the rate of one per taluk with no consideration for the very people whose interests she has vowed to protect and ensure their economic upliftment.

They already have from MP quote to special packages including NURM
NOT JUST these each state rise money from NABARD & Worldbank most of them are non-refundable and few as loan
Its the responsibility of state govt to best utilise what is sanction and demand for more with the progress of the work (Unfortunately most of these funds are returned crossing the deadline and hence in the next sanction they automatically reduced depending upon the reports of the progress)

On the same line not just the money even other facilities & sanction from social development to education they were given priority and offers (both from central & state which includes investment) but forgotten at the initial stages this is ONE OF THE PRIME reason for poor development

Government has to come to remove this disparity. Problem is that how they do it? Central Government is already doing lots of thing & providing a huge amount to Regional Government. But these poverty, differences, illiterateness etc has become such monster which will not erase easily.
