Ugc must obey the obeyed. They must have kept in view the future of the students. The delay of one year in getting a degree may delay their employment by one year., also they have to pay fees for one extra year.

Should be 10+2+3, as usual. However, what are benefits of FYUP? (since you have to pursue one more year and the cost, thereon)
