Yeah...thats what Mamata banerjee and West Bengal are indulging in too...
its not about secularism at all...if it was...then such Hindu ...Christian & Sikh institutions would have benefitted form this largesse too...its all about attracting vote banks...
and this is an effort to woo them...prove the Govts. credentials.
