I do not understand how the god work in Assam and Mumbai they does not need rain but still it is raining there but whereas Madhya Pradesh is facing draught situation but no rains in MP

The Mahanadi flows eastwards and the Tapti cuts across the State diagonally in a southwesterly direction to enter the Bay of Bengal.
