Marxist pro poor strategy was limited to food & shelter. They never created employment. A state can not grow without the opportunities of employment. They failed here miserably & whatever existing private sectors were there or new wanted to establish were also chased away in the name of labor policies.

Well the decline started from 1960s and it became worst during 1977-2000 during basu raj.but things started changing from 2000 as calcutta had second highest growth rate in gdp.but unfortunately cm budhadeb bhattacharya did not exist more than 11 years.but also to remember that wb has nearly 30 million non bengali population mostly from neighbour backward states.and huge amount of muslims(nearly 30 percent).but still it has per capita income average more than indian average.if you take those non bengali and illegal bangladeshi muslims the per capita income will rise by atleast 25 percent which will put wb at 6th or 7th place i guess.becuse mh which has highest per capita incomr-take mumbai out of them, and take kolkata out of wb-the rest of maharashtra has marginal higher income than wb apart from kolkata.also wb is damn cheaper than rest of india.
