The simple answer is the quality of education. Just try to improve it. Try to bring it to the international level. Try to provide hands on practical training in schools and colleges, educational institutions. Also try to impart discipline, respect for hardwork, teach manners and proper behaviour. Try to emphasize to put in the best, to excel and exceed the expectations. The bottom line is the "Positive Attitude" to work. International work culture requires total dedication, positive attitude, high ethical and moral standards, discipline and good manners and no procrastination.
