There's no such thing called "Linux" lol. There's Red Hat Linux, Suse Linux, Ubuntu Linux, Gentoo Linux, Yellowdog Linux, etc., etc.
If you're a gamer- go for Vista, but other than that, Mega-c#$p (Microsoft) software does really blow. I recommend giving Ubuntu 7 "Fiesty Fawn" a try. GO ahead, download the ISO image on their site, burn the DVD and do a "test run"- right from the DVD w/o installing it.
But to cover the 2- as far as video applications go- Microsoft's directX 9.0c & 10 with the DivX add-on is WAY inferior to the standard xv video codec in Linux mplayer. The image is A LOT crisper.

Selecting an operating system depends on your planned usage. Assuming that you are a typical home user, Windows Vista is the better option. Linux is better at some workloads but not quite the perfect OS for typical desktop applications (yet). There are some distributions of Linux such as Ubuntu that are quite user friendly. But for most Windows Vista is the way to go for now.
