Is there a need to instill confidence in public so that they can come forth to help crime/accident victims?

The police must be taught that besides being cautious and suspicious about the person helping they should not torture them by making them sit in the P>S..Without public health they can not improve the quality of service to the victims.. They must note the address and phone numbers of the helper and they should let the persons go otherwise the public will , as ever , will never be enthusused to help.Answered by Om Shrivastava, 07 Jan '13 11:40 am
