Is there a difference between North India and South, when it comes to male mentality regarding women?

The crimes are same in pecentage but I think people become cruel in the North

Absolutely no difference. In fact globally there is no difference. What one may think of doing to a women in Delhi bus may happen in a campus in Bangalore or in a car on Park street in Calcutta or in a local train in Bombay. Such things also happen in White house in US and in the palace of the queen in London. Male mentality universally may differ on other areas but when it comes to women unfortunately it is seen males of the world are united.
