To understand why, speak to the professors over in Sector fourteen Punjab University (where I was born, incidentally). The square-shaped campus is twice as large as a regular sector, the apparent purpose of which is to compensate for Sector thirteen, which is missing.
Reflections on the Missing Sector tend to take people all the way back to the city's drawing board. Keen map watchers speak of a splice in Sector fourteen's design that was erased as an afterthought, on some recombinant brainwave. But the current fact is that Sector thirteen does not exist.
