Yes,because for vested interests,our politicians have formed vote banks who,enblock vote for their party.The vote bank formation is easier in India because of our poverty,illiteracy n crime. Besides, our minority community has been confused n feel in - secured.The political parties take advantage of the situation by offering the secularism mantra. Moreover,cast based vote bank is a recent phenomenon n is encouraged by various political parties for vested interests.

Itz used mostly in sub-continent only through the concept is existing across globe in various concept and various terminologies lie partisan, zealot, etc. are used in other parts.
