The persons responsible for the deal were not made available by the ISRO giving rise to lots of doubts . Antrix (the commercial wing of ISRO) had signed the contract in January 2005 and got sanction of the space commission and the Union Cabinet for the two satellites at the cost of nearly Rs 400 crore without informing them that bulk capacity would be leased to Devas. This has since been annulled by the govt when hue and cry was raised by the opposotion . This could be another big scam .
