I think it's the height of tomfoolery. As the budget is nearing, you will see more such confusing statements which will make less difference to the common folk. Give peanuts and snatch almonds. That's what most of the ruling govts. do during their tenures.

Goverment is just making money. In Tokyo cost of 1L water bottle is 105JPY and Petrol is 170JPY. You can calculate how congress is making money and working towards more corruption.
