Is Noida not part of Delhi or for that matter National Capital Region Delhi ?

It is part of NCR but is within the jurisdiction of Uttar Pradesh : we write it as NOIDA (UP) !

Yes Noida is not a part of Delhi or NCR Delhi. On the other hand it is a part of the State of Uttar Pradesh.
