Is direct cash transfer a facility to people of india as per their right or a favour to the people of india by the ruling party

It is being done ever since india became independent in one form or the other as "subsidy" now the cash transfe is expected to replce subsidy.need to be seen how it take effect.It is a favour from the felow indians to the less previllaged.
