CHARITY (which means nothing other than PURE LOVE does not in any way imply to some foundation or institution - which has spoilt the true meaning of Charity) is the BEST. Charity is: to care, to share and to be fair with all the poor and needy people without any discrimination. There is nothing to beat this and there is nothing greater than Charity/Love. Who is deserving and not deserving is also not related to Charity. Charity/Love simply gives without questions and without reservations. Not EVERYONE gives. Only those who have some human concern and compassion for the plight of the poor, give. Love makes people to give to all. Hate makes people to think only of themselves or their types. The more LOVE/charity you have, the more you will give and the more you will be concerned for the miserable plight of the oppressed.
