I think the IB recruits from the police forces. First off, you will need good analytical skills and superb interrogation skills. Interrogation skills is the art of deceiving u r opponent by duplicate befriending, intimidation, wearing out the other person's resolve etc etc. Basically u need to have good people skills, good presence of mind and superb interrogation skills.
But I am not sure again, if they recruit directly from civilian rank. U can practice interrogation skills by making other people leak their secrets to u. If u can do this, u got good interrogation skills.

Exam pass karne ke liye intelligent hona zaroori hai. Rest of the conditions will be in the ad or Ministry of home affairs website.
