Naam badal ne se kya farak padtha hai! In USA, the equivalent title is Secretary of State: In UK, it is Foreign Secretary, in some countries it is Foreign Minister whereas in India, it is Minister for External Affairs. It will be like wine in the same bottle with the label changed.
What is required is that the person holding this position should be dynamic and relatively not so old.
