Let me reiterate that as per definition coined by government, anybody who can read and write own signatures is literate. You may choose to be irate but literates seem to be really ill with this definition.

Firstones-Those who have not studied in schools and colleges..don't know how to read/write
second one-I don't know..might be who are using their knowledge in wrong ways.
